how can i tell if someone else is using my internet connection?

i have a 128 KB DSL connection.sometimes when iam having  difficulty connecting to the internet, instead of me restarting my laptop,i click on the small screen down in the right corner and i click "disable", just to disconnect me from the internet, then i click enable again.

but these days when i click on Disable, i get this "it is not possible to disable the connection at this time.The Connection maybe using one or more protocols that do not support plug-and-play, or it may have been initiated by another user or the system account."

please tell me someone else is using my connection cos it's been a while since i punched someone in the head.

how are you connected ? adsl router or modem ?

besides. I dont think someone else is using your machine. WinXP only supports one user logged in at a time. It might just be an application thats hanging / something thats not letting your connection go into an idle state to disconnect.
